I think they're being facetious, but that is a pretty sick sense of humor.

If that were to pass, then could you imagine what else could follow through? Like, The Dreadlocks Act, because dreds are so difficult and costly to maintain. Or the Showerless Society Act, because buying clothes is so much more expensive.

I found out that it was communicated by his chief of staff that the bill was submitted and and Bartlett did not know about. It was pulled the same day. THe mustace people were not happy!
