I don't know but thanks for the link and heads up. Provides a link in the whole 'president's council report,' factcheck, articles that are used by the critics as authorities for the rejection of the Fair Tax but, if anyone looks at the links for the president's council report you'll see an income tax and a VAT are discussed in the report.
