Does anyone know if the IRS is an "independent entity" like the FED or if it is under the FED or under the US Gov.?

The IRS falls under the US government ( for now, until FairTax is Passed) dept of Revenvue.
The FED is NOT part of the US Goverment. It is a private enitity.
