Replace All Federal Taxes on Income with the Fair Tax Act , HR 25

Using the state route as a short cut to adoption of the Fair Tax

When the Fair Tax receives the approval of congress the amendment allowing a tax on income must be removed from the constitution to prevent double taxation. This will require the amendment proposed in the bill to be ratified. The amendment could be revised to change it to a consumption tax instead of an income tax. This would bypass the resistance now felt in congress by working with the states to obtain approval.
Several discussions have been held recently to short cut the procedure by getting the states to use the procedure of requesting a specified amendment approved at a constitutional convention. If approved by 2/3 of the states the convention is held with the support of congress. Once approved by the congress the amendment must be ratified by 3/4 of the states.
I have added to the discussion by suggesting a coalition of groups wishing to improve certain items in the constitution and rather than proposing the convention to change the constitution I am suggesting it be a convention to preserve the constitution and clarify the meaning of certain articles.

I know we have seen an increase in activity about the Fair Tax and I hope it continues. In the meantime I think it would be worthwhile to at least consider a back up plan.
