I called a local American Legion Group today. While they have regular meetings, the meetings are only to discuss their Post's business. They are willing to have me speak before or after the meeting; alternately to speak on any date and they will invite their members to attend.
I'm going to meet with the Post Commander on Monday evening to discuss the FairTax and to see if he's willing to help me put it together. I'll let everyone know how it goes.
