I am new to the Fair Tax and am still trying to learn what this would mean to us as taxpayers. Should we succeed in getting the Fair Tax put into place, this would mean the US would have to repeal the 16th Amendment in order for it to work-so it would have to be conconcurrent movements. What would keep the states from "exercising their rights" and start their own "state, city or county" income taxes if they so chose to do so?
