I followed up with Ms. Bonnie Linhardt, Legislative Assistant to Representative Ed Emery, District 126, Missouri, 573-751-2165 about the status of the proposed Missouri FairTax Constitutional Amendment. The bill has been pre-filed for the legislative session that begins on Wednesday, January 6, 2010 as House Joint Resolution (HJR) 56 (last year it was HJR 36; don't look up the wrong resolution). Last year the resolution passed the Missouri House by a vote of 90-65 with one voting "present." It went to committee in the Missouri Senate, and the clock ran out.
This year the bill has a head start. Ms. Linhart advises me the composition of the Missouri House and the Senate has not changed because last year was not an election year. If the bill makes it through the House and the Senate this year, I understand it will by-pass the Governor and go directly to the citizens of Missouri for a referendum. Stay tuned.
